On February 2, President Shavkat Mirziyoyev met with the leaders of political parties, the presidential press service said. Shavkat Mirziyoyev noted that it is important that political parties via their parliamentary corps study social and economic problems on the ground, put forward proposals for their solution, as well as exercise effective parliamentary and public control.

“If there is a fair criterion for reforms in four years ... what the parliament was and what it has become now, what was the authority of the deputies and what it has become now. Feel free to express your thoughts, your proposals ... The purpose of my meeting with you is to increase the authority of the deputy councils at the lower level. If we do not do this, if political parties fail to voice their opinion in councils, if [the party] does not demand, if there is no competition, there will be no result,” the president said on the Uzbek 24 TV channel.

Shavkat Mirziyoyev pointed out that there is no close cooperation between political parties, consisting of 2.5 million members, and local executive authorities.

The participants discussed the need for each party to actively promote its program goals in parliament, put forward legislative initiatives through their factions, and establish control over the enforcement of laws.

“We are now in a situation that we have to propose reforms practically in all areas through presidential decrees. For example, among 70 laws adopted by the parliament last year, one can count on one hand the laws that were put forward on the initiative of the deputies, based on the tasks of the parties, ”he said.

According to him, “the youth and women's wings of the parties work for appearance sake,” so they should work more widely with their electorate, especially young people, women and representatives of the older generation, to help ensure their vital interests.

At the end of 2017, in his address to parliament, Shavkat Miriyoyev criticized the deputies for their lack of pro-activeness. He noted that out of 136 legislative initiatives received during the year, only 27 were put forward by deputies, and mainly relate to amendments and additions to existing laws based on presidential decrees and resolutions. The President pointed out that this testifies to the insufficient efficiency of the parliament's activities.

“Unfortunately, the activity of our parliament is largely limited to conduct of formal meetings. Why are the problems identified or raised by the electorate not being resolved through the adoption of appropriate laws or by decisively raising the issue with the executive branch? ”the president asked.

Earlier, the Chairperson of the Senate Tanzila Narbaeva, during a trip to Namangan, said that "the deputies should demand, not request."
