During the eleventh plenary session, the senators discussed the Cultural Activities And Cultural Organizations Bill, the press servise of the Senate said. The Bill was reportedly earlier considered by the Senate Committee on Youth, Culture and Sports with the participation of experts.
Until now, legal relations in the field of cultural activities were regulated by the "On the Export and Import of Cultural Property Law, the Museums Law, the Protection and Use of Cultural Heritage Sites Law, a number of presidential decrees and resolutions, as well as many other bylaws.
The lack of a unified legal framework aimed at regulating relations in the field of culture, the legal status of cultural and art institutions, and associations, social protection of creative workers, was the reason for various kinds of comments. The future Cultural Activities and Cultural Organizations Law will serve to fill the legal gap in this area.
The Bill covers a number of issues such as defining the goal and main priority areas of national policies in the field of culture, defining the participants in legal relations in this area and their powers, securing the legal status of talented people and cultural institutions, improving relations and interaction between cultural organizations and government authorities, local governments and other organizations, increasing the competitiveness of cultural industries and others.
The Cabinet of Ministers, the Ministry of Culture, the Agency for Information and Mass Communications, the Uzbekkino national agency, as well as local government bodies are indicated as bodies implementing state policy in the field of cultural activities, their powers have been defined.
