A footage surfaced on social networks in a vigilante group attacks a man who, according to them, was recording traffic violations near a market in Jalakuduk district of Andijan province.

The footage shows a man with bruises on face locked in the trunk of a Spark, surrounded by a group of people. Someone from the crowd calls him a “scumbag”, another tells the other “to throw away his phone”. Then they insist that the victim tells the code to unlock the phone. The man asks to call the police. At this time, someone from the group suggest to tie him up.

The press service of the Andijan Province Police Department reported that the incident took place on December 22 at about 11 AM near the market. A resident of Andijan N.K. were photographing to report about the prices of fruits. Others reportedly thinking that he was taking pictures to report traffic violations, began to insult him.

On this fact, A. Yuldashev, the department officer conducted a pre-investigation check. In the actions of five citizens, who made a scandal in a public place, there were reportedly signs of minor misconduct penalizable with a fine from 3 to 5 basic values (BV=223 thous. soums, or US$ 21) ​​or administrative arrest up to 15 days.

On December 25, the Administrative Court considered the case and imposed a fine on violators of three basic values ​​(669 thousand soums) for each.

Traffic violations can be reported to the special website of the State Traffic Safety Department dyhxx.ejarima.uz. For each violation report, a cash reward of 5% of the base value (11,150 soums) is issued, which can also be sent to charity. From January 1, 2021, traffic violations can now be recorded using both video recorders, cameras and mobile phones.

Note: 4,294 road accidents occurred in Uzbekistan in January-September, which killed 1,293 people and injured 3,886.
