The National Anti-Corruption Council has approved a Road map for implementing international anti-corruption standards into Uzbek legislation, the Anti-Corruption Agency said in a statement.

The program of measures, developed jointly with the Anti-Corruption Agency, the General Prosecutor's Office and other relevant ministries and departments, provides for:

  • pushing for the adoption of a State Civil Service Law;
  • implementing transparent mechanisms for open and independent recruitment to the civil service, as well as career growth based on professional qualities and merits (the principle of meritocracy);
  • scrapping benefits provided to strategic entities of public procurement by the current regulations, as well as the development of a procedure for checking counterparties when conducting public procurement in the form of a tender.

In addition, it is expected that proposals will be made to add to the Criminal Code the liability for giving bribes to officials of a foreign state and international government organizations, as well as for illicit enrichment of officials.

The Roadmap also provides for the formation of an open database to ensure transparency in the spending of financial assistance and loans provided by international organizations.
