A footage is being widely discussed on social media, on which a strange death of the farmer Muzaffar Mukhammadiev in Navoi province's Khatyrchi district is being related. The incident has been commented by the spokesman to the General Prosecutor's Office Khayot Shamsutdinov.
In the footage, a man who introduced himself as the brother of the deceased says that Muzaffar Mukhammadiev, 55, had been farmer at Sherali Bobur farm on an area of 74 hectares since 2014. He claimed that the farmer sued Gafur Aliyev, the mayor of Khatyrchi district, over the annulment of the land lease agreement. While, on November 5, they, together with his brother, went to the administrative court of Navoi province, but due to the absence of representatives of the mayor’s office, the case was postponed to November 12.
“We returned from Navoi by bus, my younger brother went home, and I stayed at my place. The reason for all the scandals is the fake decision of the district mayor Gafur Aliyev. My younger brother, cared about the land and his children ... now in the end, his body was found here in the ditch on November 6 at 10:30 AM," he said.
The Prosecutor General's Office said that on November 6, at about 10:30 AM, the corpse of Muzaffar Mukhammadiyev was found without bodily harm in one of the ditches flowing through the Polvonota mahalla, where he lived. Then a pre-investigation probe was carried out on this fact, as a result of which on December 5 the investigator of the district prosecutor's office E. Asatov made a decision to refuse to open a criminal case.
In turn, a forensic medical examination conducted on November 27 established that the man's death was due to mechanical asphyxia caused by the blockage of the respiratory tract by water.
Based on this, the decision of the investigator not to open a criminal case was canceled by the district prosecutor, and an additional pre-investigation check is currently ongoing, the Prosecutor General's Office added.
