The Ministry of Justice posted the government’s draft additional measures to improve the legal literacy of civil servants resolution for public input.

The resolution proposed, from January 1, 2021, using an online test system to regularly assess the degree of legal literacy of employees of government bodies and local authorities.

The testing system - "Module for testing civil servants" should be developed by the Public Services Development Agency, with every employee of state institutions proposed to be tested once every three years.

The minimum requirements for legal literacy of civil servants are the knowledge of the Constitution and the laws of Uzbekistan, regulations for relations between individuals and legal entities, as well as in the areas of administrative, criminal and labor liability.

It is planned to test the knowledge of:

  • ministers, heads of state committees, agencies, centers, committees, as well as organizations under the Cabinet of Ministers, their deputies and assistants;
  • chairman of Zhokargy Kenes, ministers, heads of state committees and departments of Karakalpakstan, governors of provinces and the mayor of Tashkent city, their deputies and assistants;
  • heads of departments, main departments, directorates, offices, headquarters, small departments and other structures;
  • mayors of cities and districts, their deputies and assistants;
  • specialists of all categories: advisers, secretaries, accountants, inspectors, methodologists, economists and others.

Discussions of the document will last through December 10, 2020.
