The Cabinet of Ministers issued the Measures to further improve the mechanisms for collecting, processing and storing information on foreign legal entities operating through a representative office, branch or permanent establishment and individuals carrying out entrepreneurial activities Resolution.

In an end to create unified centralized information source about foreign business entities and individuals engaged, as well as to ensure electronic interagency cooperation in terms of provision of public services, the Resolution has approved the following:

• Regulation on the creation and maintenance of a unified centralized database on foreign legal entities operating through a representative office, branch or permanent establishment and individuals engaged in entrepreneurial activity;

• Classifier and lists of information for use in the Centralized Database.

The Resolution stipulates that the State Tax Committee shall be the responsible body for maintaining the formation of the Centralized Database.

The centralized database is to be created on the basis of the Unified Information and Resource Base of the tax authorities, the financing shall be borne by the State Tax Committee (STC) project for the modernization of the data processing center and the widespread introduction of modern ICT in tax administration.

Responsible government agencies shall enter and update the relevant data and classifiers in the e-government information base in line with the Regulations on the procedure for formation and maintenance of data register and e-government classifiers, as well as the use of uniform classifiers.

The STC, together with the interested ministries and departments, has been instructed to approve the schedule for integrating the information systems of state bodies and organizations with the Centralized Database within a month, to develop it by December 1, 2020, and launch it by January 1, 2021.
