Sodiq Safoev considers that there are three main tasks before the parliament today. These are the improvement of lawmaking, parliamentary oversight, and enhancing the local councils.
First Deputy Speaker of the Senate, Sodiq Safoev gave an interview on the expand the parliament's powers in implementing domestic and foreign policies. He touched upon the main tasks before the Parliament today.
“The first task is to improve lawmaking. It is time for us to take this issue seriously. Over the years, we have basically overlooked this issue and eventually reached a level where laws are not being enforced. It is time to adopt laws with direct action. Once the law is passed, it must be a document that directly affects our lives, our economy, our social and cultural spheres. In other words, no additional by-laws, regulations must be required, and sometimes, they should not be in conflict with each other,” he said.
"In his view, the Parliament has a number of tasks in terms of improving lawmaking in this area. In particular, the newly elected MPS must have the same level of expertise as real experts when passing the law. The establishment of expert councils under each committee is aimed at ensuring openness of lawmaking, implementation and enforcement of the law, compliance of laws with international ratings and Uzbekistan international commitments."
According to Sodiq Safoev, the second task before parliament is the parliamentary oversight. Monitoring of how public bodies, the government, ministries, local authorities work, and the implementation of laws and international obligations.
“For many years, the parliament has rubberstamped the budget. What we see now is the opposite. The people’s representatives should monitor how the tax revenue is collected and where it are spent. Beginning this year, not only the center, but also local councils have been given the right to monitor how local funds are distributed,” he noted.
Safoev believes that the third challenge facing parliament is to enhance the role of local councils.
“If we want to enhance the role of representative bodies in society, we have to do so not only in the center, but also in the localities.“
