It is planned to draft Counterintelligence Bill and External Intelligence Bill; it follows from the draft 2020 State Program. The State Security Service (SSS) will be entasked to prepare the bills, along with the relevant ministries and departments.
The bills will provide for the basic concepts, principles, tasks and legal foundations in Uzbekistan’s counterintelligence and external intelligence activities, as well as the procedure for collecting and using intelligence.
During the year, the Ministry of Defense, the National Guard and the State Security Service must take measures to develop military and military-technical cooperation with foreign partners, the draft state program also says.
In particular, it is expected to sign a memorandum of understanding in the field of military cooperation and military intelligence with the government and the Ministry of Defense of Pakistan, a memorandum of understanding on cooperation in the field of military intelligence with the Ministry of Defense of Tajikistan and an agreement on cooperation in the field of military intelligence with Kazakhstan.
