President of Uzbekistan Shavkat Mirziyoyev on July 29 signed the Arms Bill into Law, passed by the Legislative Chamber on May 18 and approved by the Senate on June 21. The Law will take effect in six months.
The basic principles of the circulation of weapons and military supplies to it shall be determined by the legality, the priority of protecting and preserving the life and health of citizens, the good faith of fulfilling Uzbekistan’s international obligations in this area, publicity and availability of information.
In accordance with the law, weapons are divided into civilian, service and hunting. Civilian is a weapon designed for hunting and sports, as well as for self-defense.
It is prohibited to use hunting or sporting weapons for self-defense, as well as sports or household items that can be used as cold weapons.
Service weapons are intended for use by employees of legal entities when performing tasks to protect the life and health of citizens, property, nature and natural resources, valuable and hazardous items, special parcels, as well as officials of state bodies to ensure personal safety.
The list of legal entities with special service tasks and officials of government agencies that have the right to store, carry and use service weapons shall be established by the Cabinet of Ministers.
Military weapons are designed for combat operations and performance of official tasks adopted by the Ministry of Defense, the Ministry of Internal Affairs, the State Security Service, the State Security Service of the President, the National Guard, the State Customs Committee, military units of the Emergencies Ministry, the Ministry for the Development of Information Technologies and Communications.
Acquisition, storage and use of military weapons and supplies to it is carried out exclusively by special bodies and military formations. The procedure of circulation of weapons in this category is established by the president.
Permission to purchase civilian and service weapons does not grant the right to carry and use weapons and military supplies to them. Citizens receive the right to acquire civilian sports and self-defense weapons from the age of 18, civilian hunting weapons and military supplies to them - from 21 years.
To carry and use weapons and military supplies to it, you need a separate permit, which the National Guard issued after registration of weapons. Permission to store or store and carry a weapon, depending on its classification, is issued for a period of three years.
Individuals who have the right to store and carry civil and service weapons can use it to protect their own life and health, the life and health of other citizens and property only in a state of necessary defense and extreme necessity.
The use of civilian and service weapons must be preceded by a clear, expressed warning of the person against whom it is being used, unless such warning is impossible, or a delay in the use of weapons poses an immediate danger to the lives of citizens and the owner of the weapon or may entail other serious consequences.
