President Shavkat Mirziyoyev has approved the Atomic Energy Development Concept for 2019-2029. According to the concept, the nuclear power plant construction project will be implemented in three phases.

In phase I (2019-2020), it is planned to complete the site selection and licensing. In phase II (2020–2022), it is planned to carry out designing of the NPP and external infrastructure facilities. The construction and commissioning will be carried out between 2022-2030.

The project will be financed by Uzbekistan's own funds and Russia’s state loan.

The concept notes that external infrastructure facilities will be financed by the State budget, the Nuclear Energy Development Fund and other sources.

Uzbekistan also plans to create its nuclear infrastructure. This initiative will be financed from the Russian loan. The Russian Government will also provide assistance in training and enhancing skills of the related personnel.

The Uzbek leader has also approved the road map” for the implementation of the Concept. As part of the “road map”, Uzbekistan will join and ensure the implementation of the provisions of the international nuclear safety conventions, with national legislation in the field of the use of atomic energy for peaceful purposes to be developed and adopted.
