Hotels may be entitled to refuse to allow guests if there is suspicion that the guests may be involved in "immoral behavior." The draft amendment to the Rules of Provision of Hotel Services, including this item, was proposed by the Tourism Committee of Uzbekistan and was published for consultation.
"If there is reasonable suspicion that visitors, if allowed to stay together, may be involved in immoral behavior, which is contrary to the moral climate in society, family values and minors’ interests and threaten life, health, honor and dignity of citizens, then the hotel has the right to refuse to allow and also to notify the police about this,” the draft document says.
In the draft document however no clear definition is given for the notions: “reasonable suspicion” and “immoral behavior”, and their interpretation will likely remain at the discretion of hoteliers.
However, the President issued Additional Measures for Swift Development of Tourism in the Republic of Uzbekistan Decree on January 5 allowing hotels to accept guests to stay together "regardless of their residence inscription (propiska), citizenship, kinship and marital relations, as well as other factors that restrict the right to privacy."
