Uzbekistan khokims (mayor or governor) may in the future be elected. Such a proposal was made by the President-elect Shavkat Mirziyoyev.
"We need to reflect about and discuss the issue of electing the local khokims", - said the head of the country, speaking at the solemn meeting dedicated to the 24th anniversary of the Constitution.
"If each region elects its leader, it would be possible to achieve a sharp increase in executives’ responsibility towards the people and society," - Shavkat Mirziyoyev said.
Currently the regional and Tashkent city khokims are appointed and dismissed by the President.
Shavkat Mirziyoyev emphasized the vital necessity to improve the governance quality, based on the demands of today and tomorrow.
He spoke about the Concept of Governance and Administrative Reforms being prepared for the years 2017-2021.
The Concept provides for the implementation of specific measures to optimize the structure, functions and powers of governance bodies, and reduction of non-relevant and duplicated functions and the number of staff, as well as a sharp decrease the presence of the state in economy.
"We will pay attention to the improvement of the Apparatus of the President and the Cabinet of Ministers, the realization of laws, decrees and orders", - said Shavkat Mirziyoyev.
At the same time, we will implement the civil service reform and improve the finacial and social welfare of civil servants and establish an effective system for training, recruting responsible, initiative, and newly thinking staff.
All these aspects will be reflected in the Civil Service Bill currently being developed, the President-elect added.
