The President-elect of Uzbekistan, Shavkat Mirziyoyev, at the December 7 solemn meeting dedicated to the 24th anniversary of the Constitution, criticized public servants for failing to communicate with the people.

One of the main provisions in the Constitution is aimed at protecting the human interests, the President-elect said. "For protecting human interests, one should, first and foremost, communicate with people, be aware of their concerns, aspirations and basic needs," - he stressed.

"During the campaign meetings, I got convinced in one thing, that is, we have forgotten to communicate with people", - Shavkat Mirziyoyev said.

Analysis of more than 218 thousand letters sent to the virtual reception of the Prime Minister since the end of September revealed a lot. "If I may say so, they opened our eyes to the serious problems that people have," - said the President-elect.

People rightly demand the eradication of bureaucratic obstacles in different areas, getting rid of many internal instructions that are contrary to laws, illegal checks of entrepreneurs and complain about the activities of law enforcement agencies, Shavkat Mirziyoyev said.

"The question arises: shouldn’t the city administrations and agencies, local authorities be handling the people’s problems contained in these letters in a timely manner," - the head of the country added.

"I think that the leaders and officials, who do not abide by the law, shall bear not only administrative but also criminal liability", - he said.

Shavkat Mirziyoev reminded again: "It is not the people who should serve the government bodies, it is the government bodies that are supposed to serve to the people, and state officials of all levels should grasp this truth."

Afterwards, Shavkat Mirziyoyev proposed to declare the year 2017 as the Year of Dialogue With People and Human Interests,

"We need to introduce new, effective means and methods of permanent dialogue with the people, aimed at addressing their problems. We are now thinking about the transition to a qualitatively new system of interacting with the people", - the President-elect underscored.

Open dialogue with the people and assisting in solving their problems will increase their confidence in the state, Shavkat Mirziyoyev said.

He mentioned about the need to establish a system of providing essential public services via the Single window principle.

Shavkat Mirziyoyev said that for an effective mechanism of parliamentary and public control it is time to implement the procedure for examining the real situation in cities and provinces and to discuss the situation in sessions of the councils of people's deputies.

"The Senate annually hears the report of the Prosecutor General. This is undoubtedly very important, but who will hear the reports of local administrations, prosecutors and internal affairs departments, for example, in remote Alat district? "- he asked.

In addition, the President-elect proposed to introduce the practice of annual hearing in the Senate of the report of the Interior Minister, primarily on the activities in the field of crime prevention.
