Uzbekistan’s Criminal and Criminal-Procedure Legislation Improvement Concept for 2018-2021 will be developed, the Chairman of the Supreme Court Kozimjon Komilov said on Wednesday at a round table devoted reforming the judicial and legal system.

"This will help eliminate the existing gaps in the criminal procedure legislation and enhance the transparency of the courts and investigation," he said.

He said that the concept will be developed as part of the State Program for 2018, the draft is expected to be prepared in April.

The concept, in particular, provides for the preparation this year of a draft bill on transfer from prosecutor's office to the courts the authorization for search and tapping telephones and other devices, and criminalizing the evidence falsification during investigation, as well as decriminalization of some offenses.

A number of existing norms will be revised with a view to liberalizing criminal legislation and optimizing punishments.

"2018 will be a historic in terms of development and reforming Uzbekistan’s judicial system," he stressed. It is planned to adopt advanced international standards when introducing the principles of adversarial proceedings in courts, as well as protection of an individual in criminal proceedings.

It is expected that the E-criminal case system will be gradually introduced, which will include the whole process from initiation of the case to execution of the court verdict.
