The government has set up a special environmental regime for greenhouse farms in the capital and surrounding districts, restricting heating fuels while offering subsidies and loans for upgrades, the National Committee for Ecology and Climate Change said.

Resolution No. 586 covers Tashkent and the Yukorichirchik, Kibray, Yangiyul, Zangiata and Tashkent districts of Tashkent province. Heated greenhouses there may use only natural gas, including liquefied gas, electricity, geothermal and solar energy, or secondary heat from thermal power plants, and must hold a positive state environmental review. Farms burning coal, briquettes or biomass pellets must switch by Dec. 1.

Solid fuel is allowed only if boilers have automated controls, dust and gas cleaning equipment, certified continuous emissions monitoring linked in real time to the committee, online cameras and backup power, among other requirements. Burning tires, fuel oil, plastics, rubber, used oil and waste is banned.

Until Jan. 1, 2028, subsidies will cover 50% of upgrade costs, capped at 50 million soums per hectare. In 2026-2027, banks will offer seven-year loans at 14% annual interest, covering up to 50% of project cost, capped at 3 billion soums per hectare. Monitoring stations will be financed up to 350 million soums each, repayable interest-free over five years. Equipment not made in Uzbekistan will be exempt from customs duty until Jan. 1, 2030.

“The main goal is to ensure a balance between business development, efficient use of resources and citizens’ right to a favorable environment,” the committee said.

Filtrates from heating filters and hydroponics will be treated and reused as technical water, with a storage reservoir to be built in Akhangaran district by Jan. 1, 2027.

In November 2025, amid worsening air quality in Tashkent, authorities decided to urgently switch all greenhouses in the capital and neighboring areas to gas heating. In June 2026, a special commission began dismantling greenhouses and cutting them off from artificial heating in Tashkent province, and entrepreneurs were offered relocation to the Surkhon-Agro free economic zone in Surkhandarya province.
