President Shavkat Mirziyoyev signed the Protecting Public from Harmful Effects of Noise Bill into Law on Sept. 9, the Justice Ministry announced.

Under the law, restrictions will be placed on sounds that exceed permissible noise levels and disturb the peace and normal rest of the public. Covered sources include noise from household activity in residential areas, construction site work, construction machinery and vehicles, as well as noise generated by the movement of various forms of transport.

Under the established rules, noise exceeding permissible levels that disturbs public peace will be prohibited from 11 p.m. to 7 a.m. on working days, and from 10 p.m. to 9 a.m. on weekends and non-working holidays.

The law also defines an acceptable noise level as one that does not significantly disturb people and does not cause serious changes in the body's functional systems or organs sensitive to noise. Precise thresholds will be set based on sanitary rules and standards.

The Committee for Sanitary-Epidemiological Welfare and Public Health under the Ministry of Health has been designated as the authorized state body responsible for protecting the public from harmful noise.

Damages caused by harmful noise exposure may be recovered through courts. The law takes effect three months after its official publication.

Permissible noise levels for residential buildings and populated areas are already established in legislation. Under current sanitary standards:

  • Daytime (7 a.m. to 11 p.m.) — noise levels must not exceed 55 dBA;
  • Nighttime (11 p.m. to 7 a.m.) — noise levels must not exceed 45 dBA.

These standards have now been inserted in the Sanitary Rules and Standards documents.

The law was reviewed by both chambers of the parliament in the second half of 2025.
