Tashkent Mayor Shavkat Umurzakov has ordered an internal disciplinary investigation into the district mayors of 10 of the capital’s 12 districts, according to a directive signed on Monday.
The probe targets the mayors of the following districts: Bektemir (Nurilla Abdurakhmanov), Mirabad (Anvar Sayfiddinov), Mirzo Ulugbek (Bakhodir Gaibnazarov), Olmazor (Kudratilla Tulyaganov), Sergeli (Davron Ismatov), Uchtepa (Bunyod Mamadjanov), Chilonzor (Saidkakhor Kholkhujaev), Shaykhantahur (Bobur Abubakirov), Yunusabad (Abrorkhuja Saidaliev), and Yashnabad (Bakhtiyor Rahmankulov).
The investigation follows an official motion submitted on July 22 by the Anti-Corruption Agency. The internal inquiry aims to ascertain the facts and review the arguments outlined in the agency's document. The probe focuses on allegations of unjustifiably restricting public access to mayoral decisions and decrees by improperly withholding them from the E-Qaror electronic registry.
A city commission has been established to conduct the inquiry, headed by Shukhrat Turdikulov, chief of the Compliance and Internal Anti-Corruption Control Department of the Tashkent Municipality. The panel also includes the mayor’s chief of staff, the chief of the human resources department, the director of the legal department, and a representative from the public grievances division.
The commission is mandated to deliver an "objective and high-quality" review and formulate final conclusions based on its findings. It is also authorized to draft external specialists from other state organizations and agencies if necessary. Mirmahammad Mirkhamidov, Tashkent’s deputy mayor in charge of compliance and internal anti-corruption control, has been tasked with overseeing the implementation of the mayoral directive.
The probe comes amid broader scrutiny of transparency in local governance. In the first half of this year alone, regional and municipal administrations across Uzbekistan withheld 24,200 official documents from the public—accounting for 28.5% of all executive decrees. Among the hidden files were 692 funding decisions allocating 1.5 trillion soums (approximately $125 million) toward projects—predominantly in the construction sector—that contained no legally protected or classified information.
