President Mirziyoyev signed the Additional measures for the financial support of cotton and wheat manufacturers Decree, enacted on May 8, 2026.
Under the decree, starting with the 2026 harvest, the Agricultural Payments Agency under the Ministry of Agriculture will begin subsidizing interest payments on several types of loans.
Specifically, farms that repay their preferential cotton-growing loans within the contractually mandated timeframe will receive a reimbursement of 2.5 percentage points of the interest paid. If these loans are settled in full by the end of the harvest year (December 31), the compensation increases to 5 percentage points.
For wheat manufacturers, those who fully repay their preferential production loans by August 1 of the harvest year will be eligible for a 4 percentage point interest reimbursement.
The decree also deploys additional incentives for cotton-textile clusters and textile enterprises involved in the full processing chain, from raw cotton to yarn production. For commercial loans taken out to purchase raw cotton, the government will subsidize interest payments exceeding 8 percentage points, up to a maximum of 16 percentage points.
These steps are designed to ease the financial burden on agricultural manufacturers, bolster their working capital, and drive overall efficiency in the sector.
