Uzbekistan is planning a comprehensive inventory of vacation rental homes (tourist cottages) alongside new measures to monitor rental pricing. These proposals are part of a draft resolution by the Tax Committee aimed at curbing the shadow economy within the tourism sector, which is currently open for public discussion.

Under the proposal, a "tourist dacha" is defined as any lodging established within a private residence or plot intended for temporary accommodation, catering, and leisure.

The draft suggests incorporating these vacation homes into a centralized electronic database of all authorized tourist accommodations. This registry will also maintain up-to-date information on rental rates. The Tourism and Tax Committees may be tasked with completing a full audit of all such properties by the end of 2026 to ensure they are properly registered.

Furthermore, the Soliq mobile app may be updated to allow for the real-time transmission of data regarding short-term rental agreements registered through the platform.

The draft resolution also highlights two key incentives for property owners:

  • tourist dachas will be exempt from the standard tourism tax.
  • no separate license or special permit will be required for their operation.

To encourage compliance, a "whistleblower" incentive has been proposed: those who report unregistered or illegal rental properties will receive a reward equal to 30% of any resulting fine, with a guarantee of strict confidentiality.

The primary goals of the initiative are to bring the rental market out of the shadows, streamline the management of vacation homes, digitize accommodation records, and foster a transparent, competitive market. Public feedback on the draft is being accepted until May 7.
