On April 20, President Shavkat Mirziyoyev signed a bill on simplified procedure for recovering utility debts, homeowner association fees, and minor liabilities under 5 BRVs (Base Reference Value) into law.

The law, which took effect immediately upon publication, amends the Execution of Judicial Acts and Acts of Other Bodies Law. The bill was previously passed by the Legislative Chamber on August 12, 2025, and received Senate approval on October 31, 2025.

Key Changes

The primary update is the expansion of the list of debts subject to streamlined enforcement. In addition to administrative fines and tax arrears, the fast-track recovery process now covers:

  • Utility bill arrears;
  • Mandatory contributions or payments from owners of apartments in multi-story buildings (fees for homeowners' associations or management companies, commonly known as "rent" or maintenance fees);
  • Postal and video conferencing expenses related to legal proceedings;
  • Any recoverable amount that does not exceed five times the Base Calculating Amount (currently 2.06 million soums).

The law stipulates that the simplified procedure still does not apply to criminal fines or enforcement orders requiring immediate execution.

According to the amendments, although these specific debts are now part of the streamlined enforcement system, there is a strict prohibition against the compulsory seizure of funds directly from an individual's bank accounts. This restriction limits the power of state bailiffs, preventing them from automatically withdrawing money from citizens' bank cards or accounts for these types of debts, even under the expedited process.

The passage of these amendments faced opposition from some members of parliament. The original draft included a provision for the direct withdrawal of funds from bank accounts, but this clause was ultimately scrapped following the legislative debate.
