Law No. ORQ-1130 has introduced several key amendments and addenda to the Criminal Code and other legislative acts. Under the amendments, the possession of pornographic material involving a minor—where the offender is aware of the minor's participation—with the intent to distribute is now a criminal offense, provided the individual has previously faced administrative penalties for the same act. Conviction can result in heavy fines, correctional labor, house arrest, or imprisonment.

Additionally, the legislation officially defines the role of a "legal representative" for minor witnesses. To safeguard the rights and interests of underage witnesses, a legal representative must now participate in the legal proceedings.

Parents, adoptive parents, guardians, or sponsors, as well as representatives from guardianship and trusteeship authorities, may serve in this capacity. Their participation is mandated by the decision of an investigator, detective, or prosecutor, or by a court ruling.

The updated laws also establish administrative liability for the possession of pornographic materials depicting minors with the intent to distribute.

These changes come into force from the date of their official publication.
