Bekmurod Abdullaev, the former Deputy Interior Minister who had been arrested on suspicion of embezzling large sums of public funds, has been released from custody.

Major General Bekmurod Abdullaev previously held various positions within the Ministry of Defense, the Ministry of Interior, and the National Guard before being appointed Deputy Minister of Interior in April 2021.

In November 2025, it was announced that he had been sacked from his position. By January 2026, reports surfaced that criminal charges had been filed and arrests made against both Abdullaev and Rustam Tursunov, the former chief of the Department of Corrections, who had been dismissed at the same time as Abdullaev.

During a government meeting chaired by the president held in late January, the criminal cases against Abdullaev and Tursunov were confirmed. It was revealed that they were taken into custody regarding the embezzlement of 186 billion soums in budget funds during the ministry's public procurement processes.

While Abdullaev has been released on bail, Rustam Tursunov currently remains in detention.

The "Interest-Free Loan" Logic: When the only real consequence for embezzlement is returning the principal amount, the crime essentially functions as an unauthorized, interest-free loan from the state. If the perpetrator isn't caught, they keep the wealth; if they are, they simply return what was never theirs to begin with, suffering no net financial loss.

Erosion of Deterrence: True legal deterrence relies on the fear of punishment exceeding the potential gain. If "repayment equals release" becomes a standard practice, it signals to other officials that corruption is a low-risk gamble, as the legal system prioritizes short-term recovery over long-term justice and incarceration.

Normalization of "Pay-to-Play" Justice: This mechanism risks creating a two-tier justice system where wealthy, high-ranking officials can literally buy their way out of a prison cell. This undermines the principle of equality before the law and fosters public cynicism toward the government’s anti-corruption rhetoric.
