Under the President’s Additional Steps to Enhance the System of Higher Education, Science, and Innovation Decree, several transformative reforms have been introduced to elevate Uzbekistan’s academic landscape.
A cornerstone of this initiative is the U10 – Global Leading Universities of Uzbekistan program. Through a competitive selection process managed by the Agency for Innovative Development, ten winning higher education institutions will be designated as National Research Universities. This elite status is designed to sharpen their scientific potential and bolster their competitiveness on the global stage.
Furthermore, starting January 1, 2027, a performance-based financial incentive system will be launched. Universities will be categorized according to their results in the national rankings: within each category, the top 20% of institutions will be classified as First Tier, while the remaining 80% will be split equally between the Second and Third Tiers.
The decree also mandates a new funding model for state-grant students beginning in 2027. This formulaic approach to educational costs will move away from flat rates, instead factoring in student-to-faculty ratios, the complexity of the field of study, the quality of material-technical infrastructure, alignment with national priorities, and the institution’s research intensity.
These reforms are expected to serve as a catalyst for academic excellence, fostering high-impact research and producing a new generation of competitive professionals who meet rigorous international standards.
