As of April 1, Uzbekistan has launched a new streamlined procedure allowing vehicle owners to formalize the transfer of driving rights and liability for traffic violations via the My.gov.uz (YDXIP) portal.
To formalize the transfer, the owner submits an electronic application to the Ministry of Internal Affairs’ Road Safety Service. The application must include:
If the designated driver is a foreign national or a stateless person, additional registration address details are required.
Crucially, this system shifts the legal burden: once the transfer is registered, the designated driver assumes full liability for any traffic violations captured during the specified period. If a power of attorney covers multiple individuals, the owner must select one primary driver in the system who will be held accountable.
To finalize the process, the recipient must log in to their own My.gov.uz account to confirm the request. By doing so, they explicitly consent to take responsibility for automated camera fines. Identity verification is secured via Face-ID, Mobile-ID, or an Electronic Digital Signature (EDS).
The Road Safety Service will review the application and, within five business days, issue a digital notification featuring a QR code to the personal accounts of both parties. Once finalized, the designated driver is legally authorized to operate the vehicle and becomes fully liable for any traffic infractions.
The service is subject to a fee: 10% of the Base Calculating Unit (41,200 soums) when applied for via Public Service Centers. Applying through the My.gov.uz (YDXIP) portal reduces the cost to 9% (37,080 soums), while certain categories—including individuals with Group I and II disabilities—are eligible for a 50% discount.
The notification can be revoked upon request by either party or canceled automatically if the power of attorney expires or the vehicle changes ownership. Any traffic fines captured by automated cameras during the notification period will be issued directly to the actual driver.
Foreign nationals will face mandatory checks for outstanding traffic fines upon exiting Uzbekistan. If a violation is recorded, a fine notice is automatically generated and synced with the customs information systems. Customs officers at the border will verify these records before allowing departure.
Foreigners will be notified of any unpaid dues, and exit will be permitted only after the balance is cleared. Payments can be made on the spot via bank counters at customs posts, electronic payment systems, or self-service terminals. Once the system confirms payment, the traveler is cleared to leave the country.
As a reminder, as of April 1, penalty points in Uzbekistan are now applied to violations captured by automated cameras; previously, points were only accrued for infractions documented in person by Road Safety officers.
