On April 6, president Shavkat Mirziyoyev reviewed a series of proposals aimed at scaling back the state’s footprint in the economy and accelerating the privatization process.

A key focus of the meeting was the more efficient utilization of state property across the regions. The authorities are proposing a phased rollout of a unified management system for these assets. One notable measure includes optimizing workspace: reducing the average office space per employee in state institutions from 27 square meters to a more streamlined 12–15 square meters.

Official data shows that the state currently retains a 42% share in the economy, with 1,685 state-affiliated enterprises still in operation. Last year, the privatization of state assets totaling nearly 30 trillion soums injected over 10 trillion soums into the national budget, while land sales generated an additional 6 trillion soums.

The president also emphasized that the analysis of state enterprises remains lagging, noting a lack of digital tools and Artificial Intelligence integration. Moving forward, privatization will shift toward a more analytical, sector-specific approach—evaluating each industry’s competitive landscape and socio-economic impact before proceeding.
