President Shavkat Mirziyoyev chaired a government meeting focused on strengthening national defense and expanding support for military personnel, the presidential press service said.
Starting from the 2026/2027 academic year, a new suite of incentives and guarantees will be implemented for young men called up for compulsory military service. Conscripts will be granted the opportunity to enroll in universities and study remotely during their term of service. To facilitate this, military units will collaborate with educational institutions to host preparatory courses and establish a robust system for university entrance exam coaching.
Soldiers admitted to degree programs on a fee-paying (contract) basis will have access to interest-free loans. Those who enroll in higher education will be accorded the same status as students of military faculties; upon graduation, they will be commissioned with the rank of "Lieutenant of the Reserve."
Furthermore, a fast-track admission process—bypassing standard testing—will be established for soldiers who demonstrate exemplary service, as well as those who have secured top honors in national or international sports competitions and academic Olympiads.
Another key initiative is the "One Soldier, One Profession" program, providing conscripts with 3-to-6-month vocational training courses during their service, culminating in a state-recognized professional certificate.
For veterans transitioning to the private sector, the State Employment Promotion Fund will cover professional training costs via a voucher system. Meanwhile, those seeking employment in government organizations will receive a 10% bonus on their scores during civil service entrance exams conducted by the Agency for Management Effectiveness.
The president approved these proposals and signed the corresponding executive orders.
