President Shavkat Mirziyoyev signed amendments inserting an administrative penalty in the form of an administrative warning to the Administrative Code for minor traffic violations Wednesday.
The administrative warning shall be issued in writing or online and may be applied no more than once a year per person. The individual must not have committed other offenses for which an administrative warning is not issued.
The administrative warning shall apply to the following offenses:
- failure by drivers to fasten seat belts;
- failure by motorcycle and moped drivers to wear helmets (Part 1 of Article 125);
- driving vehicles that are not registered in or have not passed the mandatory technical check, or that are malfunctioning, are not equipped with a hammer for breaking glass in an emergency, are not equipped with a fire extinguisher, first aid kit, emergency stop sign, and reflective vest, or whose emissions and noise levels exceed established standards (Part 2 of Article 125);
- using a cell phone by drivers while driving (except for use through headphones or devices that allow hands-free communication) (Article 128-1);
- using a monitor (display) in the front of vehicle to watch TV or video programs while driving (Article 128-2);
- violating stopping or parking rules by vehicle drivers (Article 128-6);
- violation of regulations on compulsory civil liability insurance for vehicle owners (Article 135-1);
- (for pedestrians) failure to obey traffic signals, crossing the roadway in unauthorized places, using a telephone, reading books or periodicals, watching videos or listening to audio materials, or using other electronic devices while driving on the roadway, as well as failure to obey traffic signals, failure to comply with road signs by persons operating scooters, mopeds, bicycles, personal transport vehicles, horse-drawn carts, and other road users (Part 1 of Article 138);
- persons staying on the roadway for the purpose of providing various services to drivers, or grazing livestock in the right-of-way (Part 2 of Article 138).
In May last year, it was reported that President Shavkat Mirziyoyev ordered the adoption of administrative warnings.
