On January 13, President Shavkat Mirziyoyev signed the Circulation of fireworks items bill into law, which will take effect on March 14.

The law permits individuals and legal entities to manufacture, import, transport, transfer, purchase, store, and use Category I pyrotechnic products. These include sparklers, tabletop fountains, and firecrackers with a radius of no more than 0.5 meters.

The manufacturing and circulation of fireworks of hazard classes II-V is prohibited, except in cases where they are necessary for defense industry enterprises with state participation.

Fireworks that are banned from free circulation:

  • Hazard class II — firecrackers, street fountains, and similar products with a hazard zone radius of up to 5 meters;
  • Class III — devices with a hazard zone radius of up to 20 meters, such as pyrotechnic balls and fireworks;
  • Class IV — park or high-altitude fireworks and salutes with a radius exceeding 20 meters;
  • Class V — products used for hydrometeorological, rescue, and other special purposes (rockets, signal lights, railway firecrackers).

The import, transportation, storage, and use of pyrotechnic products of hazard classes III-IV for mass events involving fireworks displays shall be allowed only by defense industry enterprises.

The Ministry of Defense shall oversee import, transportation, storage, and use of pyrotechnic products of hazard classes III-IV for mass events.

The National Guard, police, and customs service shall oversee circulation of fireworks.

For the illegal use of fireworks, the fine has been increased from 5-20 BCUs (2.06 million soums - 8.24 million soums) to 15-25 BCus (6.18 million soums - 10.3 million soums).
