The President Shavkat Mirziyoyev signed the Measures to improve the degree of dleivering justice by implementing AI into the judiciary and improving the logistical support of the judicial system Decree, the Ministry of Justice said.

The Decree is reportedly aimed at reducing red tape and the human factor, as well as faciltating judicial processes through digitalization.

Digital Court

According to the decree, a Digital Court concept will gradually be implemented in courts. Before 2026, modern courtrooms equipped with digital technologies will be set up in Tashkent as an experiment. Based on the results of the pilot, the concept will be gradually extended to all courts of the country in 2026-2027.

Appeals to the courts will be accepted only online, and court cases will be conducted entirely digitally. For example, previously, in most cases, individuals and entrepreneurs filed an application or claim in hard copy, personally coming to court office. This meant additional time and expenses.

Participants in the proceedings may not visit the court building and join the hearings remotely without the judge's permission. Court costs will be calculated and paid online, which will reduce corruption risks.

Before filing claims, individuals will be able to use AI to predict the likely outcome of a trial and the associated costs.

The parties will also be able to familiarize themselves with all case materials online, the minutes of the hearings will be generated automatically in real time, and draft court documents will be generated by the system.

Judicial System Digitalization Program

A digitalization program for the judicial system for 2025-2027 has been approved. It provides for the launch of a platform for analyzing regulations, the creation of software for the automatic preparation of court documents, implementing a virtual AI consultant on the www.my.sud.uz portal, as well as the development of new interactive services and an updated version of the Personal Account platform.

Furthermore, from March 1, 2026, individuals will have access to primary information on civil, administrative and economic cases through the Unified Portal of State Services.

Optimization of Economic Courts

From January 1, 2026, inter-district, district and city economic courts will be abolished. Instead, inter-district economic courts will be created in Karakalpakstan, provincial centers and Tashkent. This is expected to improve the efficiency of the judicial system and simplify entrepreneurs' access to justice.

Other measures

In addition, it is planned to appoint judges who have successfully served for 5 years immediately for an indefinite term. The decree has also proposed to outline clear criteria for promotion and reappointment of judges, and to democratize the process of participation of the judicial community in the selection of court chairmen and members of the Supreme Judicial Council.

By the end of 2025, it is planned to establish electronic data exchange between the Supreme Court and investigative bodies, develop a mobile app for tracking and paying fines, integrate the databases of the Digital Government system with the judicial system, and transfer documents on administrative cases to electronic format through the Ministry of Internal Affairs' E-ma'muriy ish system.
