The Anti-Trust Committee opened a case against the construction company Zamin Great City after a complaint was received from an individual, the press service of the Committee said.
According to the complainant, who entered into an agreement with the developer, the company did not complete the construction of a multi-story residential building in Tashkent on time.
The man said he had paid over 252.6 million soums for the purchase of a 39.47 sqm two-room apartment in a multi-story building in the Bektemir district. According to the contract terms, the building was to be commissioned in Q4 of 2024. However, construction was suspended, and the apartment has not yet been handed over to the buyer.
The committee said that in accordance with Article 19 of the Protection of Consumer Rights Law , in the event of a failure to perform obligations, the consumer has the right to terminate the contract, demand a refund of the funds paid and compensation for damages. The contractor, in turn, is obliged to pay a penalty and other compensation provided by law.
Based on the complaint, the Special Commission of the Committee opened a case. Measures have been determined in relation to Zamin Great City to ensure compliance with construction deadlines, protect consumer rights and restore their property interests.
“We urge consumers to be careful when signing construction contracts, and construction companies to strictly comply with their contractual obligations,” the statement added.
In 2024, the Committee received 1,640 complaints related to the violation of consumer rights in the construction sector. In 2025, there were already 234 appeals. Based on the results of the consideration of cases, 16.16 billion soums were recalculated and returned to individuals.
