President Shavkat Mirziyoyev signed amendments according to which payments for electricity will not be processed in the event of debt for solid waste removal Friday.

Amendments are being made to a number of legislative acts, including the Protection of Consumer Rights Law, the Housing Code, the Competition Law, the Electric Power Industry Law, and the Civil Code. The amendments concern the procedure for paying for utilities and are aimed at enhancing the discipline of payments for the removal of household waste.

From June 8, consumers with debt for garbage removal will receive SMS notifications. Failure to repay the debt within five days will result in non-processing of payments for electricity. The restriction will be lifted automatically as soon as the debt is repaid.

Amendments to the Housing Code stipulate that in the event of failure to make payments for more than three months, utilities may be suspended, with the exception of water supply, sanitation, electricity and natural gas supplies, and now waste collection and removal services.

Earlier, deputies reminded that consumers are required to make payments for solid waste removal monthly, no later than the 5th day of the month (in some acts - no later than the 10th). For convenience, the public will be given an additional 5 days to pay off the debt.

An official of the Ministry of Environment clarified that the terms for restricting payments were to be introduced in three stages.

At the first stage, the new procedure will apply to Tashkent, Nukus and other provincial centers. Restrictions will be introduced for individuals who have not paid for garbage collection for six months. Then, the procedure for limiting payment for electricity will affect all provinces and will be applied if there is a three-month debt. At the third stage, restrictions will be introduced for a month's debt for garbage collection.
