President Shavkat Mirziyoyev chaired a government meeting dedicated to reforming the judicial system, its digitalization and raisin openness Thursday.
According to the presidential press service, over the past eight years, Uzbekistan has adopted about 70 laws, decrees and resolutions aimed at improving the judicial system. The internal document flow was completely transferred to electronic format, which saved 638 million soums of budget funds.
Reportedly, over 3 million cases were considered in courts in 2023, which indicates an increase in the legal literacy of the public, the report says.
To date, 14 judicial services (filing applications, tracking the consideration of cases, obtaining copies of decisions) are available in digital format through the my.sud.uz portal.
To date, about 17 million cases have been processed through information systems, and more than 15 million court cases have been distributed automatically — without the human factor.
Shavkat Mirziyoyev said that it was necessary to consistently keep improving the judicial system and increase its efficiency.
“The adoption of preliminary forecasting of the probable outcome of a trial and calculating the expected legal costs, creating a virtual consultant to provide legal assistance to individuals, as well as online monitoring of fines imposed by the courts and paying them electronically will increase convenience and make the judicial system more accessible,” the report says.
He underscored that new capabilities could be introduced with the help of artificial intelligence.
In order to completely abandon paper document flow in the judicial system, a phased transition to a fully digital format of legal proceedings is planned within the framework of the “Digital Court” concept.
In addition, it is planned to establish electronic data transfer between courts and businesses, which will speed up the consideration of cases.
The head of state emphasized the importance of integrating the information systems of the courts and all involved organizations, and underscored that "people should feel the real convenience of the reforms being carried out." In this regard, it was instructed to expand digitalization and integrate the information bases of law enforcement agencies with the judicial system.
Every year, the courts consider about 1 million undisputed cases, of which almost 200 thousand were related to cases of debts for utilities. However, as the president underscored, such issues can be resolved at the level of notary offices. In this regard, he proposed to transfer the consideration of undisputed cases to the relevant government agencies.
The Supreme Court is entitled legislative initiative and is required to submit monthly proposals to the government (quarterly to parliament) on current issues of business, taxes, investments, infrastructure and land relations.
It is also planned to reform economic courts and ensure uniform judicial practice.
Responsible persons have been instructed to increase the number of buildings for courts and create the necessary conditions for individuals in them.
