As per the February 7 presidential decree on the implementation of the 2025 State Program as part of the Year of Environmental Protection and Green Economy, the Attorney General's Office has been instructed to strictly oversee the implementation of the solar panels installation target figures.
The office's team, led by the Deputy Attorney General Shokhrukh Aminov, must also ensure unconditional abiding by regulations when installing solar panels and solar collectors (solar water heaters).
The priority approaches as part of the Year of Environmental Protection and the Green Economy include, among other things, increasing the share of renewables, construction of large "green power plants" based on public-private partnership terms, expanding the network of small and micro hydroelectric power plants in provinces, and stimulating the installation of solar panels in homes.
In 2025, it is planned to increase the share of renewables in power generation to 26% and to 40% in the total structure of generation capacity by launching large solar and wind plants with a total capacity of 4.5 GW, installing solar panels with a capacity of 785 MW, and building hydroelectric power plants with a capacity of 225 MW.
The Ministry of Energy, the Council of Ministers of Karakalpak autonomy, provincial and Tashkent mayor’s offices, have been instructed to submit to the Cabinet of Ministers within one month a program for installing solar panels and solar collectors in 2025 broken down by districts and cities, as well as a program for the construction of micro hydroelectric power plants in 2025-2026.

The Deputy Attorney General Shokhrukh Aminov emphasized that in 2025, at least 40% of the energy consumption of homes, small businesses and social facilities should be covered by alternative energy sources. "This goal will be completed without question," he said.
On January 28, the Deputy Attorney General chaired the meeting of the Republican Headquarters for the Coordination and Effective Organization of State Oversight over the Use of Fuel and Energy Resources. Plans to install solar panels in 100 thousand facilities and 150 thousand houses were presented at it. To achieve this goal and monitor the installation of equipment, working groups will be formed from representatives of local mayor’s offices, customs authorities, Uzenergoinspektsiya, commercial banks, energy supply companies and other bodies.
