The President Mirziyoyev signed the Additional measures to introduce modern mechanisms for the judicial protection of the rights of individuals and business entities Decree, which shall from now stipulate:
- when considering an application in administrative courts against a decision of a state body or an action (omission) of its official, the official or his/her representative must participate in court hearing to provide the necessary explanations;
- a court fine shall be imposed on official of a state body, if he/fails to appear in adminsitrative hearing.
Preliminary hearing is also being introduced in administrative court proceedings, during which the applicant's claims shall be identified and measures shall be taken to rectify the shortcomings in the application. The initial hearing period is 20 days.
In addition, in cases of violations related to disrespect to court and failure to comply with its rulings, the administrative court may independently consider the case.
The decree ordered to draft a new edition of the Administrative Judicial Procedure Code.
Starting from May 1, 2025, when a business entity admits tax violations, the tax authority shall adopt a procedure for suspending operations on its bank accounts.
