The Senate passed a bill adopting a point system for traffic offences at its January 24 meeting, the press service of the Senate said.
Earlier on August 16, 2024, the bill was rejected by the Senate and was sent for revision.
The Chairman of the Senate Committee on Defense and Security Kutbidin Burkhanov said at the session that, 22% of offenses recorded by photo and video cameras were committed by one driver in one vehicle up to 4 times in 2024, 18% - from 5 to 10 times, 9.5% - from 11 to 20 times, 1.3% - from 31 to 40 times. He added that 0.1%, or 22 thousand drivers, committed more than 100 traffic violations.
The senator said that on December 6 in Yangihayot district of Tashkent, a Mercedes-Benz driver, 48, with 19 years of driving experience crashed into the rear of a Nexia-2 while speeding. One person died in the accident, three sustained severe head injuries and were hospitalized. When checking the violations committed by this driver over the past year, it turned out that he committed 26 traffic violations.
The bill proposes administrative punishment for specific number of points drivers have accumulated over a specific period of time.
The rejected version of the document did not specify minimum periods of suspension to drive vehicles for accumulated penalty points. This may lead to the formation of biased judicial practice, the Senate member said.
In accordance with the current of Administrative Liability Code, the minimum period of suspension of the right is 15 days. However, applying such a sentence to a driver who has committed at least 12 serious violations within a year may hinder the achievement of the bill’s objectives, said Kutbidin Burkhanov.
After reviewing the bill in the conciliation commission, they specified that if the number of penalty points for violations exceeds the set threshold, the minimum duration of suspension to drive vehicles will be at least 6 months.
The maximum duration of suspension under the Code of Administrative Offenses is up to 3 years (Article 28).
