Register of scientific and innovative legal entities could be adopted in Uzbekistan. They are evaluated according to the results of their activities every year.
The president’s draft Adopting a fundamentally new system of coordination and support of organizations carrying out scientific and innovative activities Decree was posted for public input.
With the draft, a new procedure for financing scientific organizations shall be adopted from January 1, 2025. According to which:
l coordination of scientific activities of scientific organizations kept within the funds provided for science expenses from the state budget and transferred to basic financing is carried out in the following order:
l research programs developed by budget-financed scientific organizations for the year following the reporting year are submitted to the Innovative Development Agency under the Ministry of Higher Education, Science and Innovation for examination through higher ministries and agencies based on the requirements of organizations that are consumers of scientific developments;
l agency shall conduct an expert examination regarding the compatibility of the subjects proposed to be included in the scientific research programs with the priority directions of the development of science and technology, whether the requirements of organizations that are consumers of scientific developments have been studied, whether they do not repeat previously performed scientific research, and whether the budget corresponds to the direction of the activity of the scientific organization;
l scientific research programs that have been examined in the prescribed manner shall be submitted by the agency to the Ministry of Higher Education, Science and Innovation for approval, and the agreed scientific research programs are approved by the higher organization of budget-financed scientific organizations;
l approved scientific research programs of scientific organizations transferred to basic financing shall be financed from the funds provided to state programs related to scientific activity;
l budget-financed ministries and agencies that are scientific organizations shall submit to the agency by November 1st annually for consideration the project of scientific research programs to be implemented in the following years;
l scientific research programs considered in the prescribed manner are agreed by the ministry and approved by the superior organization of the budget scientific organization.
l the proposal of the Ministry regarding the introduction of the register of scientific and innovative legal entities is approved.
According to the draft:
l the register shall be kept in online and the organization included in the register has the right to use the relevant information systems of the agency according to its type of activity;
l employees of the organization included in the register shall have a personal identification number of individuals engaged in scientific and innovative activities and use the agency's information systems through their personal offices in the prescribed manner;
l the agency shall take measures to provide employees of the registered organization with a personal identification number;
l information on the scientific and innovative activities of the organizations included in the register shall be collected in a single electronic database through the integration with the agency's information systems, the interdepartmental integration platform of the "Digital Government" system and other state information systems;
The main indicators of scientific and innovation works in Uzbekistan shall be summarized by organizations included in the register.
