On August 30, President Shavkat Mirziyoyev signed the Measures to develop public-private partnerships for 2024-2030 Decree. The Decree includes PPP projects to be implemented in the road, energy, education, transport, utilities, water, environmental and other areas.
In particular, in September it is planned to announce a call for bids for the Tashkent to Samarkand toll road project.
In December, it is planned to select a contractor, enter into an agreement and commence the projects, with completion dates of 2028, and then hand over the management to a private operator on a PPP basis. The project’s preliminary cost is US$ 2.2 billion.
It also stipulated to build a US$ 4.28 billion 303 km long Tashkent to Andijan toll road with the support of the World Bank. In May, the Deputy Minister of Transport, Jasurbek Choriev noted that the project’s cost was $4.6 billion.
In October, it is planned to develop and approve the project concept, in March 2025 — to hold the first stage of the tender, in October — the second stage of the tender, and in April 2026 to announce the winner and enter into a PPP agreement.
Among the projects in the transport sector is the construction of a toll road between Samarkand and Bukhara for $1 billion in 2027-2030.
In addition, it is planned to build a toll tunnel on the Takhtakaracha pass. The president instructed to hold negotiations with potential strategic companies, by August 2025 — to approve the project concept, by February 2026 — to select a private partner, and by December 2026 — to sign a PPP agreement.
The project’s estimated cost is $100 million. Its length, as previously reported, should be 4.4 km. In October last year, President Shavkat Mirziyoyev announced that construction of the tunnel would begin in 2024.
It is planned to build a new ring road in Chirchik (to connect 4P5 and 4K755A roads) before 2025 with asphalt concrete pavement worth US$ 60 million.
