The Legislative Chamber at a meeting today passed the bill regulating educational activities, the press service of the Chamber said.
The bill was developed by a group of MPs. According to UzA, the initiative developed by the Milliy Tiklanish party is aimed at combating individuals who give motivation lectures and promise to teach how to earn easy money. They are also called “infogypsies”.
UzLiDeP MP, Shakhnoza Kholmakhamatova reported that in recent years, “unhealthy educational activities” among the public, especially young people, have increased.
“At such events, various alien views, ideas and emotions are presented into the consciousness and culture of the public, especially young people. It is worth noting that numerous meetings, meetings, lectures and conversations, which are assessed by event organizers as educational, are conducted by fake trainers and lecturers who do not have special knowledge and experience, whose main goal is to make money through deception,” she said.
According to her, polygamy, gender discrimination, sexism, feminism, immorality, crimes are being promoted at such events, and the number of cases of manipulation of listeners is growing.
She noted that it was now impossible to prevent, prohibit or regulate such activities, since the current legislation does not reflect the types of activities that are conducted as a report, presentation, seminar, master class, course, lecture, marathon and round table.
Shakhnoza Kholmakhamatova believes that this area needs legal regulation, taking into account the growing interest of the public in such events and their transformation into the main source of income for people working in this industry.
In this regard, it is planned to make changes and addenda to the legislation, including the legal basis for bringing to justice for illegal educational activities that negatively affect the consciousness and culture of people. In particular, it is planned to adopt Article 59−4 for violations of the procedure for educational activities in the Code of Administrative Liability:
Deputies did not announce what fine there will be for the first offense, but for a repeated offense, individuals will be fined in the amount of 10 to 15 Basic settlement units (BSU) (from 3.4 million to 5.1 million soums), officials - from 15 to 20 BSU (from 5. 1 million to 6.8 million soums).
The deputy also said that the concept of educational activities could be inserted into the Education Law, as well as requirements for conducting activities in this area.
The bill also defines a list of persons who are prohibited from engaging in educational activities.
The bill was approved by 106 MP, 1 vote (“Milliy Tiklanish”) was against, 11 abstained.
The Bill was immediately considered in the second reading, for some articles only up to two deputies voted against, the majority was in favor.
After this, the MPs voted in the third reading and sent the document to the Senate.
