As per the decision of the capital's mayor’s city, the Abdullah Qodiriy and Friendship parks in Tashkent have been leased to the Uzbek-Singapore company BPM Smart Decision Management for 49 years with the binding obligation of investing at least $10 million in each park.

Previously, the company reconstructed the Gafur Gulyam park, which was leased based on the August 9, 2019 Resolution of the Cabinet of Ministers dated, and the decision of the former mayor of Tashkent dated August 15, 2019.

In December 2021, ex-mayor Jahongir Artykhodjaev unveiled the plans to reconsider the project of transferring Gafur Gulam Park to BPM Smart Decision Management for “failure to perform investment obligations,” but in the end the park remained with the investor. It opened in the fall of 2022 with a new name Dream Park.

Last Friday, director of BMP Smart Decision Management Otabek Mirzajonov and his deputy, operations director of Gafura Gulyam Park Zafar Mirzaulugov, as well as chairman of the Tashkent department of the Association of Mahallas Furkat Makhmudkhodjaev conducted a press tour for journalists and presented reconstruction plans for Abdulla Qodiriy and Friendship parks.

In 2018 the city' authorities in the most renowned barbaric traditions have ravaged several parks in Tashkent with an aim to squeeze profit, selling plots of land on the parks' territories to business entities. In particular, Gafur Gulam was ravaged and nearly destroyed. While the people's beloved National Park was turned into the grotesque Magic City.
