On April 1, the Anti-Corruption Agency published the 2023 Openness Index, the agency said. This is the second year that the Index is being published. Performance indicators are divided into categories: the Green category includes organizations that scored from 71 to 100 points, the Yellow category includes organizations that scored from 55 to 71 points, and those that scored less than 55 points are included in the Red category.
Last year, 103 (in 2022 - 86) national executive bodies - ministries, committees, agencies, inspectorates and local government bodies - were assessed. The final results were published on the index.anticorruption.uz platform.
The assessment placed 31 government agencies in the Green zone (71-100 points), 43 bodies in the Yellow zone (55-71 points) and 29 bodies with performance indicators below 55 points were in the Red zone.
The Statistical Agency under the President has the highest score on the Openness Index (88 points). It is followed by the Almalyk Mining and Metallurgical Plant (86 points), the Committee for the Development of Competition and Protection of Consumer Rights (86 points), the Navoi Mining and Metallurgical Combine (84 points) and the khokimiyat of the Khorezm province (84 points).
The lowest placed were Uzbektelecom, the Inspectorate for Control over the Use of Electricity, Oil Products and Gas, as well as Poytakht Bank.
Among the ministries, the top ministry was the Ministry of Digital Technologies, the Ministry of Mining and Geology, and the Ministry of Water Resources. Among the committees in the top spots are the Committee for the Development of Competition and Protection of Consumer Rights, the Tax and Customs Committees. Among the top offices are the administrations of Khorezm, Navoi and Tashkent provinces (the Tashkent mayor’s office is in seventh place). The most open agencies were the Statistics Agency, the Agency for Innovative Development and the Uzarkhiv Agency, and the most open joint-stock companies were AGMK, NMMC and Narodny Bank.
The most closed ministries are the Ministry of Foreign Affairs, the Ministry of Employment and Poverty Reduction, as well as the Ministry of Sports, committees and inspections - the Inspectorate for Control of Mining, Geological and Industrial Safety, the Inspectorate for Control of the Use of Electricity, Oil Products and Gas, and the Inspectorate for Transport Control. Among the mayor’s offices, the most closed ones are the administrations of Surkhandarya and Andijan provinces, among agencies - preschool education, cultural heritage and cinematography, among JSCs - Uzbektelecom, Poytakht-Bank and Uzmakhsusmontazhkurilish.
