At the regular meeting of the Legislative Chamber today, MPs considered and passed the bill on traffic regulations in three readings.
The bill establishes criminal liability for driving vehicles while intoxicated or for evading the inspection while intoxicated. There is currently only administrative liability for this.
It is not yet known what the proposed penalty will be. Last year, the head of the National Traffic Police of the Ministry of Internal Affairs, Olimjon Saidov, said that those who get behind the wheel under the influence of alcohol will be deprived of their driving rights for up to 5 years.
What is the currently applicable liability?
According to Article 131 of the Code of Administrative Liability, driving a car under the influence of alcohol can result in deprivation of the right to drive a vehicle for a period of 1 year, 6 months to 3 years, and a 25 times the Basic calculation unit fine (8.5 million soums from December 1, or 700 USD).
If the same offense is committed by a person who does not have the right to drive vehicles, it will result in a fine of 40 times the BCU (13 million 600 thousand soums from December 1, or 11 thousand USD) or 15-day administrative arrest.
Currently, evasion of an examination to determine the state of intoxication is a cause of administrative liability according to Article 136 of the Code. In this case, the driver will be deprived of the right to drive a vehicle for 1 year, 6 months to 3 years, and will be fined 15 times the BCU (5 million 100 thousand soums from December 1).
