Regulating entity of the power market is being created in Uzbekistan - Power Market Development and Regulation Agency, which will be subordinate to the Cabinet of Ministers. This is stipulated by the president’s Sep. 28 Measures to carry out the next stage of reform in the energy sector Decree.
The main objectives of the agency are:
- ensuring the gradual creation of competitive wholesale and retail power markets;
- supporting competition in the power market, ensuring the attractiveness of the market and the proportionality of supply and demand;
- state oversight over compliance with laws ensuring equal rights for all participants and transparency of the competition-based wholesale and retail power markets;
- licensing the activities of participants based on competition in the wholesale and retail power markets, as well as monitoring their compliance with the terms of the license;
- approval of prices and payments for the transmission and distribution of electrical energy starting from 2026, as well as in other necessary cases;
- approval of standards for permissible technological losses of power in main and distribution power networks during the transmission and distribution of power;
- formation and participation in the implementation of long-term investment policy aimed at planning an increase in production volumes and the creation of infrastructure, based on market conditions and the need for energy resources;
- development of mechanisms to stimulate the purchase of domestic goods and services when performing construction and repair work in the energy sector.
Decisions made by the agency within the framework of its powers shall be binding on ministries, departments, governor and mayor’s offices and other organizations, as well as officials and citizens.
