The Senate at today’s 44th session rejected to pass the Subsoil Bill, the press service of the Senate reported. The reason was "a number of contentious issues at the conceptual level."

As the senators underscored, the Bill states that the restriction or suspension of the right to use a subsoil block shall be performed on the basis of instructions from the authorized bodies for a period of not more than 10 days, and in exceptional cases related to the completion of work to eliminate violations, the suspension of the right to use a subsoil block can be extended for a period not exceeding 30 days. However, according to the Guarantees of Freedom of Entrepreneurial Activity Law, restriction, suspension and prohibition of activities shall be made only in court.

The Bill did not include provisions on the introduction of the practice of dividing the subsoil into "cadastral squares" and the provisions of the "Unified Interactive Geological Portal".

The procedure for the activities of services to ensure environmental and industrial safety, mine rescue units and services for the prevention and elimination of open oil and gas fountains during the use of subsoil has not been determined.

While, there are no requirements for employment and training in this area, the obligations of permit holders for the socio-economic development of territories.

Provisions relating to the powers of departments abolished or reorganized as part of the administrative reform shall also need to be revised in the Bill, it was said at the meeting.

The Bill is planned to be reviewed and improved by forming a special working group.
