The draft decision "On measures to further support social partnership and international cooperation in the implementation of socially beneficial programs and projects by non-governmental non-profit organizations" developed by the Ministry of Justice was posted for public input.

The draft envisages the further improvement and simplification of the procedure for obtaining funds from external sources and implementation of grant projects by non-governmental organizations.

The draft proposed to combine 2 decisions of the Government into one. It also suggest to scrap the following requirements:

  • making changes and additions to the project and making suggestions and recommendations on determining its timeframes by a national partner assigned to the implementation of a grant project;
  • joint approval of a grant project’s "road map" with a national partner, the value of which is up to 2,000 times basic settlement units (BSU);
  • agreeing with the Cabinet of Ministers on the "road map" of the grant project whose value is 2,000 times BSU and above;
  • holding meetings dedicated to the execution of a grant project’s "road map", agreeing with the Ministry of Justice and the Cabinet of Ministers on decisions on changes and additions to a grant project;
  • submission to the Ministry of Justice and the Cabinet of Ministers of the summary information on the completion of the implementation of the grant project "roadmap";
  • requesting current and final information on the implementation of "roadmaps" from a national partner by the Ministry of Justice;
  • submission of draft memorandums to be signed between state and non-state organizations to the Ministry of Justice and the Ministry of Foreign Affairs for reviewing.
