Cabinet of Ministers issued Measures to improve the procedure for licensing and permitting procedures in the field of circulation of civilian and service weapons and ammunition Resolution.
The Resolution has established a procedure (applies to pneumatic hunting weapons with a muzzle energy of less than 7.5 joules and a caliber of up to 4.5 mm and sports weapons with a muzzle energy of less than 3 joules), according to which:
- persons performing repair and sale of pneumatic hunting and (or) sporting weapons, carry out their activities on the basis of a license issued by the Ministry of Internal Affairs;
- shooting ranges that use pneumatic hunting and (or) sporting weapons shall operate on the basis of the permission of the territorial internal affairs bodies for the storage of weapons;
- pneumatic hunting weapons and (or) sporting weapons belonging to legal entities and individuals shall be registered with local police, which issue permission for their storage and carrying.
Weapons prohibited for circulation, training and overweight weapons that exclude the possibility of firing a shot without carrying out special repair work, a chilled weapon designed to simulate a shot with a light and sound cartridge, which excludes the possibility of firing cartridges of other types without carrying out special repair work, and ammunition for it is withdrawn by citizens to the internal affairs bodies, destroyed or handed over to the collections of military structures.
Individuals shall be allowed to keep and use pneumatic short-barreled weapons, as well as pneumatic weapons that are similar in appearance to copies (replicas) of automatic weapons at sports facilities on the basis of the permission of local police. Upon receipt of a refusal to issue a permit, the weapon shall be sold through legal entities that have a license to sell or is surrendered to the internal affairs bodies.
In addition, as an additional requirement for obtaining civilian weapons, a requirement was established to check relatives and persons living with the owner of the weapon for their registration in psycho-neurological and narcological dispensaries.
