On March 9, President Shavkat Mirziyoyev signed the Management of State-Owned Assets Bill into Law. The document regulates relations in the field of state property management, Norma reported.

The Law contains a number of concepts, including such as:

  • an enterprise with state’s stake - a business entity with a state’s stake of more than 50% or a business entity with a state’s stake greater than the stake of each other shareholder of the economic entity, as well as SUE;
  • state institution - an organization created by a state body or organization to carry out managerial, socio-cultural or other functions of a non-profit nature and financed by it in whole or in part.

In addition, the law regulates the procedure for owning and (or) using state property, managing enterprises with the participation of the state, requirements for the activities of management bodies, the procedure for maintaining the register of state property and disclosing information.

The document also contains a list of state property not subject to privatization. By decision of the President, other state property may also be classified as state property not subject to privatization.

List of state property not subject to privatization:

  • land (with the exception of cases provided for by law), subsoil, as well as reservoirs, including those filled as a result of floods and snow, large and especially important water management facilities, airspace, flora and fauna within the territory of the republic;
  • objects of material cultural heritage, archival documents, state museums and protected natural areas, including parks and botanical gardens;
  • enterprises and organizations that ensure the production of banknotes, securities, orders, medals and postage stamps;
  • enterprises, institutions, as well as military-technical property (before industrial disposal or not subject to industrial disposal) of the armed forces, the State Security Service, the National Guard, the Ministry of Internal Affairs and the presidential state security service;
  • enterprises and facilities that carry out research & development, production and sale of X-ray equipment, instruments and equipment using sources of ionizing radiation;
  • enterprises and facilities of mining, production, transportation, processing of radioactive elements, disposal of radioactive waste, sale of uranium and other fissile materials, as well as products made from them;
  • enterprises engaged in the development, production, repair and sale of weapons and ammunition, protective equipment, military equipment, spare parts, components and devices for them, pyrotechnic products, as well as special materials and equipment for their production;
  • enterprises for production of potent poisons, narcotic and poisonous substances, as well as those engaged in sowing, cultivation and processing of crops containing narcotic and poisonous substances;
  • state reserves, objects and property of civil protection and mobilization purpose;
  • nuclear installations, storage facilities (of nuclear materials, heat-insulating sets of nuclear reactors, storage facilities for spent nuclear fuel), nuclear fuel, heat-insulating sets of nuclear reactors, spent nuclear fuel, nuclear materials (natural uranium, uranium of all forms enriched with uranium-235 isotope, uranium-233 isotope, all isotopes of the elements plutonium, americium, californium, Np-237 isotope and compounds containing all of the listed isotopes);
  • special enterprises transporting explosive and toxic substances;
  • public roads;
  • sanitary and epidemiological stations, the republican scientific and practical center of forensic medical examination, services for monitoring the state of the environment and nature protection;
  • special purpose enterprises (republican special communications center, military unit No. 15361, center for electromagnetic compatibility);
