The number of senators will be reduced from 100 to 65. The president will be required to consult with the Senate before appointing the chairman of the State Security Service and the Prosecutor general. All members of the Superior Council of Judges shall be elected by the Senate.
These are some of the amnedments to the Constitution unveiled by the MP Jakhongir Shirinov, who delivered a report on amendments to the Constitution in the parliament.
“The functions of the parliament to appoint the heads of supervisory bodies and law enforcement agencies will be enhanced, some powers of the president are to be transferred to the parliament.
In particular, the amendments proposed to introduce the practice of considering candidates for the Prosecutor General and the head of the Accounts Chamber first in the Senate, and then approve them by the president, as well as electing the heads of antitrust and anti-corruption bodies by the Senate.
The procedure for appointing the candidate for the post of head of the State Security Service by the President after consultations with the Senate is also being introduced.
Also, in order to ensure the true independence of the judiciary, it is proposed to introduce a system for electing all members of the Supreme Council of Judges by the Senate.
One of the other proposed conceptual changes in this area is to increase the efficiency of the Senate by densifying its composition on the basis of administrative reforms. To this end, the number of senators is proposed to be reduced from the current 100 to 65. The current procedure for the formation of the Senate has been preserved.
The Bill now has to be reviewed by the Senate within 60 days. In the event that the Senate does not make a decision to approve or reject the law within 60 days, it is envisaged that the law will be sent to the President of the Republic of Uzbekistan for signing and promulgation by the Legislative Chamber.
The joint powers of the two chambers have also been strengthened, and the parliamentary inspection, which is an important form of parliamentary control, is specifically fixed in the Constitution.
Also, the joint powers of the chambers will include such important powers as hearing the annual national report on the fight against corruption in Uzbekistan, determining the maximum amount of public debt, and conducting a parliamentary audit,” Jahongir Shirinov said.
