The long-discussed introduction of flexible fares in Tashkent public transport is scheduled from 1 April. Such an instruction is contained in the president’s Feb. 16 Measures to reform the public transport system Decree.
The Tashkent’s mayor’s office by the set date should hold a public discussion of the newly developed fares and consider them in the city council of people's deputies. Subsequently, the new system will spread to all provinces of the country.
Flexible fares imply the use of lower or even and free tariffs based on the number of transfers from one route transport to another within 1 hour.
There will also be limited and unlimited one-day, one-, three-, six-monthly and annual public transport passes and travel plans.
While, lower prices will be available for users of the top-up ATTO cards. In particular, in provinces it is planned to increase fares for cash payments by 30%.
Group of controllers will control the fare payment by commuters.
From April 15, a system of organizing and financing passenger transport based on gross contracts should begin to be introduced in the capital. Starting next year, this system will be introduced in other provinces.
Gross contracts are a model for organizing passenger transport, in which all proceeds are transferred to a city budget’s special account, and the city administration shall pays the transport company for volume of completed work, subject to quality control.
With the transition to the new system, the practice of a daily revenue target for transport company will finally be cancelled.
