More lenient penalties for illegal importation, sale, purchase, possession and use of drones could be adopted. This is stipulated by the draft 2023 state program, posted for public input.

Since May 2019, the country has criminalized the illegal importation, sale, purchase, storage or use of unmanned aerial vehicles - Article 244-4 of the Criminal Code (except for transit with mandatory declaration).

The state program provides for the introduction of administrative liability for violating this article for the first time and amending the currently valid punishment in the Criminal Code.

The draft is planned to be developed and adopted by the end of 2023.

Complete ban on the import, sale and use of drones has been introduced in Uzbekistan since January 1, 2015. Their use is permitted only to certain legal entities that have permits.

Since May 2018, the temporary import of UAVs, including drones, has been allowed for shooting of photo and video on the tourism potential of Uzbekistan by foreign media groups.
